Project Summary

The Centre for Infectious Disease Research in Zambia (CIDRZ), under the U.S. Department of State-funded Controlling HIV Epidemic Program (CHEP), supports the Government of Zambia in achieving and sustaining HIV epidemic control in line with national and global targets, including the 95-95-95 goals.

The CHEP project focuses on strengthening HIV prevention, care, and treatment services through a person-centered approach, while enhancing maternal, newborn, and child health (MNCH) and Global Health Security (GHS) outcomes. The project operates in close collaboration with the Ministry of Health (MOH) at national, provincial, district, and facility levels to ensure sustainability, country ownership, and transition readiness.

Job Summary

Reports to SI Manager. The incumbent will provide technical leadership and oversight for district-level data management activities across all supported facilities. The incumbent will be responsible for coordination, supervision, quality assurance, mentoring, and performance management of Data Coordinators and Data Associates, ensuring accurate, timely, and high-quality data collection, reporting, and use for decision-making.

Main Duties 
  • Provides overall leadership for district-wide data collection, consolidation, analysis, and reporting for all supported facilities.
  • Ensures timely submission of weekly, monthly, quarterly, and ad hoc reports in line with donor, Ministry of Health (MOH), and organizational requirements.
  • Ensures consistent and correct use of all approved data collection tools and HMIS systems.
  • Coordinates and lead sresponses to data verifications, audits, and assessments, providing corrective actions and feedback.
  • Leads the planning and implementation of routine data quality assessments (DQAs) across supported facilities.
  • Develops, implements, and monitors data quality improvement plans.
  • Reviews data for completeness, accuracy, consistency, and timeliness before submission.
  • Prepares and submits district data quality reports with key findings and recommendations.
  • Provides direct supervision and mentorship to Data Coordinators, Data Associates, and other data staff.
  • Assigns data staff to facilities based on workload, performance, and program priorities.
  • Monitors staff performance, conduct periodic evaluations, and support capacity development.
  • Works closely with facility management and health care workers to strengthen data use for decision-making.
  • Ensures quarterly facility data review meetings are conducted and documented.
  • Leads and actively participates in facility-level and district-level data review meetings.
  • Monitors data entry backlogs at facility and district levels and implement corrective actions to clear backlogs.
  • Provides technical support to resolve complex data issues, system challenges, and reporting discrepancies.
  • Maintains oversight of data equipment and supplies, ensuring proper inventory management.
Qualifications 
  • Grade 12 Certificate.
  • Bachelor’s Degree in information management, Computer Science, Statistics, Public Health, Monitoring & Evaluation, or a related field.
  • A Master’s degree is an added advantage.
  • At least 5 years’ experience in data management, M&E, or health information systems.
  • Minimum 2 years in a supervisory or coordination role.
  • Proven experience working in a health setting, preferably involving ART, HIV care, or public health programs.
  • Demonstrated experience in data quality assurance, reporting, and use of HMIS systems.
  • Strong leadership, supervision, and mentoring skills
  • Excellent analytical and problem-solving abilities
  • Strong communication and report-writing skills
