Project Summary

The Centre for Infectious Disease Research in Zambia (CIDRZ), under the U.S. Department of State-funded Controlling HIV Epidemic Program (CHEP), supports the Government of Zambia in achieving and sustaining HIV epidemic control in line with national and global targets, including the 95-95-95 goals.

The CHEP project focuses on strengthening HIV prevention, care, and treatment services through a person-centered approach, while enhancing maternal, newborn, and child health (MNCH) and Global Health Security (GHS) outcomes. The project operates in close collaboration with the Ministry of Health (MOH) at national, provincial, district, and facility levels to ensure sustainability, country ownership, and transition readiness.

Job summary

Reports to Data Coordinator. The incumbent will be responsible for supporting district-level data management, with a primary focus on ensuring data quality, accuracy, completeness, and timely reporting across supported health facilities. In districts without a Data Coordinator, the assistant data coordinator will assume broader coordination responsibilities for facility data systems and reporting.

Main Duties
  • Supports routine data collection, compilation, and submission of weekly, monthly, and quarterly reports from supported facilities.
  • Conducts routine data quality assessments, including data verification, validation, and consistency checks across all reporting tools and systems.
  • Identifies data discrepancies, gaps, and errors, and provides timely feedback to facility staff for corrective action.
  • Implements and monitors data quality improvement plans at facility level.
  • Ensures proper organization, filing, storage, and safekeeping of both paper-based and electronic data.
  • Participates in and supports facility data review meetings, ensuring data is analyzed and used for decision-making.
  • Generates basic data summaries, reports, and visualizations to support performance monitoring.
  • Provides mentorship and on-the-job training to Data Associates, data clerks and healthcare workers on data collection tools, reporting processes, and data quality standards.
  • Supports the use and maintenance of SmartCare, HMIS tools and systems, including troubleshooting basic data and system issues.
  • Responds to data verification queries from supervisors and stakeholders and provide appropriate documentation.
  • Monitors reporting timelines and follow up with facilities to ensure timely and complete submissions.
  • Supports supervision visits and implementation of recommendations from Technical Supportive Supervision (TSS).
  • Maintains an updated inventory of data tools, equipment, and supplies within supported facilities.
  • Assists in tracking and clearing data entry backlogs in collaboration with facility teams.
  • Participates in district and provincial review meetings and provide  data quality and performance updates.
Qualifications 
  • Grade 12 Certificate.
  • Diploma in Information Management, Public Health, Statistics, Computer Science, or a related field; a Bachelor’s degree is an added advantage.
  • Minimum of 2 years’ experience in data management, data quality assurance, or M&E support in a health or development setting.
  • Experience working with health information systems (e.g., SmartCare, HMIS/DHIS2) at facility or district level.
  • Experience in HIV/AIDS, ART, or public health programs is an added advantage.
  • Demonstrated experience in conducting data quality checks, verification and reporting.
