Project Summary

The Centre for Infectious Disease Research in Zambia (CIDRZ), under the U.S. Department of State-funded Controlling HIV Epidemic Program (CHEP), supports the Government of Zambia in achieving and sustaining HIV epidemic control in line with national and global targets, including the 95-95-95 goals.

The CHEP project focuses on strengthening HIV prevention, care, and treatment services through a person-centered approach, while enhancing maternal, newborn, and child health (MNCH) and Global Health Security (GHS) outcomes. The project operates in close collaboration with the Ministry of Health (MOH) at national, provincial, district, and facility levels to ensure sustainability, country ownership, and transition readiness.

Summary

Reports to the Data Coordinator. The incumbent is responsible for providing hands-on, day-to-day support to one or more health facilities to strengthen health information systems, ensure data quality, and promote data use for decision-making.

Main Duties
  • Performs accurate and timely data entry into national health information systems (e.g., SmartCare, HMIS/DHIS2) and other program databases. 
  • Supports routine data collection processes (daily, weekly, monthly, and quarterly) in line with reporting requirements. 
  • Assists in compiling and submitting facility reports, including MoH reporting tools and partner-specific templates. 
  • Ensures completeness and consistency of source documents prior to data entry. 
  • Conducts routine data quality checks, including validation, verification and cleaning of datasets. 
  • Identifies data discrepancies, errors, and missing information and resolve them in collaboration with facility staff. 
  • Supports data verification exercises and responds to queries raised during audits or supervisory visits. 
  • Maintains proper documentation of data quality issues and corrective actions taken. 
  • Supports the population and maintenance of HMIS tools and registers at facility level. 
  • Provides basic troubleshooting for system, network, and data entry challenges, escalating complex issues as needed. 
  • Ensures proper use and upkeep of data collection tools and electronic systems. 
  • Coordinates and actively participates in routine facility data review meetings (weekly/monthly/quarterly). 
  • Generates simple performance reports, dashboards, and graphs to support data interpretation. 
  • Provides on-the-job training and mentorship to data clerks, healthcare workers, and M&E staff on data collection, entry, and reporting procedures. 
  • Ensures proper organization, filing, storage, and safekeeping of both electronic and paper-based data. 
  • Assists in monitoring and addressing data backlogs within supported facilities. 
Qualifications 
  • Diploma in public health, Monitoring & Evaluation, Health Information Systems, Statistics, Information Technology or a related field.
  • Formal training in data management, DHIS2, SmartCare or M&E will be an added advantage.
  • Basic certification in computer applications (e.g., Microsoft Excel, Word) required.
  • 1 year relevant experience in data collection, data entry or M&E support within health or development programs.
  • Experience working with health information systems (e.g., SmartCare, HMIS/DHIS2) at facility or district level.
  • Demonstrated experience in data entry, validation and basic data quality assurance processes.
  • Experience supporting routine reporting and use of standard MoH data collection tools and registers.
  • Exposure to HIV/AIDS or public health programs is an added advantage.
  • Experience in providing basic troubleshooting for data systems and supporting facility staff is desirable.
  • Some experience in training or mentoring health facility staff on data processes is an added advantage.
