Project Summary:

The USAID Zambia Integrated Health (USAID ZIH) project aims to improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, reproductive health services, products, and information. These services, integrated, when possible, will reduce mortality, morbidity, and HIV transmission for populations in focus districts in Northwestern, Copperbelt, and Central provinces in Zambia. The USAID Zambia Integrated Health is led by PACT ZAMBIA with CIDRZ as local clinical implementing partner.

The USAID ZIH consortium will work in collaboration with the PHO/DHO Team and other stakeholders to:

  • Increasing utilization of community and facility-based quality, person-centered, integrated RH/MNCH and HIV services.
  • Increasing capacities of the Provincial and District Health Offices (P/DHOs) to gradually transition Direct Service Delivery (DSD) of quality integrated health services and sustain services beyond activity implementation.

Job Summary:

Reports to District ART Team Lead. The incumbent will work collaboratively with MoH health facilities to provide direct high-quality, client-centered HIV, TB/HIV, MNCH, and reproductive health services, products, and information in ZIH supported sites. This includes provision of direct care in HIV, prevention, testing, STIs, TB care services (including initiation of, retention in and adherence to antiretroviral therapy) across the ZIH supported districts and facilities.

Main Duties:

  • Participates in day-to-day running of the HIV/AIDS clinics at supported health facilities including daily enrollment of all newly identified HIV positive infants, children, adolescents and adults.
  • Works with health facility staff and project seconded staff or volunteers to strengthen targeted HIV eligibility screening at all facility entry points and testing children, adolescents and adults eligible for the HIV test.
  • Daily reviews of all HTS services data tools both at facility and from outreaches to track all new HIV positive clients in collaboration with community linkages structures and ensure their enrollment into care and on ART to completion.
  • Supports implementation of the Differentiated Service delivery models for HIV Care and treatment in the districts/health facilities under his/her jurisdiction
  • Leads in routine assessment and identification of capacity building and service delivery needs for ensuring quality services across the continuum of the HIV response.
  • Participates in capacity enhancement activities including organizing tailored site mentorships to address performance and quality gaps, in accordance with project, cluster and district-specific weekly, monthly and quarterly implementation plans.
  • Participates in support supervision, mentoring and coaching activities using the Quality Improvement approach in line with the national quality improvement framework.
  • Closely works with the facility, district and project MEL teams to ensure that weekly, monthly and quarterly results are reported as per MoH, project and donor reporting guidelines, including ensuring quality of HIV data.
  • Ensures the project’s, facility’s and district’s HIV/AIDS support for activities is well coordinated and demonstrate results towards set targets.
  • In collaboration with supported facility and district staff monitor and support attainment of HIV Care enrolment, Care & Treatment Performance targets for infants, children, adolescents, adults and key population as per the national guidelines.
  • Works with other facility, district and project staff to plan and implement quality improvement activities to improve HIV testing outputs, enrollment into care and on ART, clinical and laboratory services monitoring aimed at improved delivery of high quality HIV continuum of services for infants, children, adolescents and adults.
  • Supports facilities in targeted districts in forecasting, quantifying, and requisitioning adequate commodities to support the HIV care and treatment continuum including ARVs, HIV test kits, viral load kits and opportunistic infections (O. Is) management medicines, among other commodities.
  • Participates in performance review mechanisms at district and facility level.
  • Participates in activities under other program areas as will be assigned by the supervisor.

Qualifications:

  • Full Grade 12 certificate
  • A Diploma in Clinical Medicine or HIV Nurse prescriber with experience in clinical services delivery
  • Additional training in HIV/AIDS clinical management
  • Knowledge in HIV/AIDS clinical management, including the current national guidelines for HIV prevention, care and treatment.
  • At least 2 years’ experience in managing HIV/AIDS services in clinical settings.
  • Willingness to work in rural settings.
