Project summary
The Centre for Infectious Disease Research in Zambia (CIDRZ) and Development Aid from People to People in Zambia (DAPP Zambia) have partnered to form a consortium to support the Zambia Defense Force Medical Services (DFMS) to reach sustainable control of the HIV epidemic through the lens of strategic global policies and targets.
The program goal is to support the Zambian Defense Force (ZDF) to reach sustainable control of the HIV epidemic in the military by building the technical capacity of the DFMS health systems to implement a person-centered HIV prevention, care and treatment program aligned with national guidelines and PEPFAR’s Vision 2025.
Job Summary
The incumbent will be responsible for development of data collection tools, aggregating and management of data for various programmatic performance monitoring. He/she will also be responsible for coordination with partner organizations to support data management projects.
The position is based in Lusaka but with extensive travel.
Main duties
Maintains databases and ensures data systems adhere to DFZ/DOD security requirements.
Ensures timely compilation of reports i.e Monthly, Quarterly and Semi-annual and Annual reporting.
Conducts data quality and triangulation checks for consistency across reporting periods and facility-based data sources.
Engages network-based personnel on data completeness in readiness for reporting.
Where necessary, builds automated tools to improve efficiency in reporting.
Ensures that all data sources have the relevant data elements for reporting.
Supports the M&E officers and network-based teams in the provision of aggregate data information dissemination to relevant personal and teams.
Develops and maintains dashboards for routine progress monitoring and reporting for DFMS needs.
Builds capacity of Data Associates in reporting systems
Extracts routine and ad hoc datasets for programmatic and research studies.
Develops SOPs for handling data.
Takes part in departmental planning activities.
Participates in the presentation of data to various internal and external stakeholders.
Trains staff on data collection and entry procedures and common errors/problems within the clinic and at other sites as requested.
Coordinates with staff from DFMS to conduct requirements gathering and provide technical support for health information systems supported by DHAPP.
Qualifications
Higher/Advanced Diploma in Computing/ICT, Mathematics, Engineering, or related subject
Experience in an M&E team working on PEPFAR MER indicators will be an added advantage.
Database querying and management in any RDBMS, e.g. SQL Server, MySQL, Postgres etc
Advanced skills in any data analysis tool e.g. R, STATA, Excel etc
Medium to advanced software programming skills in an object oriented or functional programming language.
Strong analytical skills
Strong communication skills
Ability to work long hours and over public holidays and weekends
Ability to work in a very high-pressure environment.
Very good interpersonal skills
Good team player
Experience in an M&E team working on PEPFAR MER indicators will be an added advantage.
