Project Summary
The Centre for Infectious Disease Research in Zambia (CIDRZ) and Development Aid from People to People in Zambia (DAPP Zambia) have partnered to form a consortium to support the Zambia Defense Force Medical Services (DFMS) to reach sustainable control of the HIV epidemic through the lens of strategic global policies and targets.
The program goal is to support the Zambian Defense Force (ZDF) to reach sustainable control of the HIV epidemic in the military by building the technical capacity of the DFMS health systems to implement a person-centered HIV prevention, care and treatment program aligned with national guidelines and PEPFAR’s Vision 2025.
The DHAPP project will work in collaboration with the DFMS Team and other stakeholders to:
Increase coverage of comprehensive and client-centered PMTCT and HIV prevention, diagnosis, care, and treatment services in communities and health facilities to reach and maintain 95-95-95 in focus districts.
Increase utilization of community and facility-based quality, person-centered, integrated PMTCT and HIV services.
Increase capacities of the DFMS to gradually transition Direct Service Delivery (DSD) of quality integrated health services and sustain services beyond activity implementation.
Job Summary
Reports to Medical Officer. Works alongside the DHO counterpart to provide high-quality, client-centered HIV, TB/HIV, MNCH, and family planning/reproductive health services in supported district and facilities. This include but not limited providing support to HIV Testing and Counselling (HTC), Prevention of Mother-to-Child Transmission (PMTCT), Treatment and Care services, TB services and Cervical Cancer prevention and care services and VMMC.
Main duties
Assists in strengthening the district in implementation of FP/RH/MNCH and HIV services that make up the HIV continuum of care including prevention, care and support, and impact mitigation aspects of the health sector response to HIV/AIDS.
Assists DHO with the development, updating, and implementation of HIV/AIDS care, treatment, and support services, policies, and SOPs that are sensitive to quality of care and equity of service.
Alongside DHO, conduct joint mentorship and direct service in FP/RH/MNCH, CaCx, VMMC and HIV in health facilities and communities.
Organizes and facilitate standardized Training of counterparts in all aspect of HIV program
Provides Mentorship and ensure quality of care in the designated clinics/districts in all aspects of comprehensive HIV care and treatment services including medical care, Antiretroviral therapy (ART) administration, system implementation, adherence counseling, dispensing and ongoing quality assurance and improvement at facility level.
Participates in DHO program monitoring and SIMS, document finding and assist sites to develop remedial measures and implementation of recommendations.
Works closely with the district/facility health staff and other IPs to prioritize key indicators, scale HIV services and achieve set targets.
Participates in different national meetings and workshops on TB/HIV. (Weekly dashboard, ECHO, TWG, Coag…)
Performs timely and regular analyses of site level performance of every site in the assigned subdistrict(s) with special attention to highest impact sites with support from Monitoring & Evaluation team.
Bring new knowledge and innovations and rapidly disseminate and scale up best practices.
Provides the inputs needed to refine the implementation strategy and elaborate workplan.
Works with sub district team to identify gaps and carry out Quality improvement projects.
Assists in the organization of monthly Clinical and Quality Improvement meetings.
Facilitates the development and implementation of management systems and standards for technical support services such as laboratory support, referral systems, drug security, drug forecasting and quantification, and monitoring and evaluation as it relates to HIV/AIDS treatment and care.
Timely submission of reports enumerating progress towards objectives, accomplishments, challenges, lessons learned and best practices.
Actively participates in monthly/quarterly performance review meeting
Organizes and facility regular DQA meeting in close collaboration with the M&E team.
Ensures facility readiness and up to standard to offer HIV services
Qualifications
Diploma in Clinical Medicine or HIV nurse prescriber with experience in clinical services delivery. Additional training in FP/RH/MNCH, HIV/TB, Cervical Cancer and VMMC.
Knowledge in HIV/AIDS clinical management, including the current national guidelines for HIV prevention, care and treatment.
Experience with district led programming.
At least 5 years’ experience in managing HIV/AIDS services in clinical settings.
Demonstrated leadership and team building skills.
Proven ability to work collaboratively with colleagues in project implementation, excellent interpersonal skills.
Excellent verbal, written and presentation skills.
Good computer skills, including competence in MS Office and internet/e-mail.
Willingness to work in rural settings.
