The Centre for Infectious Disease Research in Zambia (CIDRZ) and Development Aid from People to People in Zambia (DAPP Zambia) have partnered to form a consortium to support the Zambia Defense Force Medical Services (DFMS) to reach sustainable control of the HIV epidemic through the lens of strategic global policies and targets. 

The program goal is to support the Zambian Defense Force (ZDF) to reach sustainable control of the HIV epidemic in the military by building the technical capacity of the DFMS health systems to implement a person-centered HIV prevention, care and treatment program aligned with national guidelines and PEPFAR’s Vision 2025.

The DHAPP project will work in collaboration with the DFMS Team and other stakeholders to:
  • Increase coverage of comprehensive and client-centered PMTCT and HIV prevention, diagnosis, care, and treatment services in communities and health facilities to reach and maintain 95-95-95 in focus districts.
  • Increase utilization of community and facility-based quality, person-centered, integrated PMTCT and HIV services.
  • Increase capacities of the DFMS to gradually transition Direct Service Delivery (DSD) of quality integrated health services and sustain services beyond activity implementation. 
Job summary 

Overall responsibility of capacity building and systems strengthening of pharmaceutical and Laboratory services within the Project.  She/he will ensure availability of HIV commodities in the supported region/network. He/She will increase visibility of HIV commodities through dashboard monitoring. 

Main duties
  • In collaboration with MOH/DFMS Provincial Supply chain team, ensure availability of Commodities in supported facilities. 
  • Provide support at regional and facility level to promote strategies and new ideas in implementing activities to improve VL access, EID, and specimen rejections management.
  • Ensure delivery of high-quality laboratory service provision to avoid service interruption. 
  • Provide TA in HIV Routine Testing for Continuous Quality Improvement (RTCQI)
  • Actively support district and facility staff to monitor Pharmacy/Lab commodity Logistics and therefore ensure uninterrupted supply of commodities at facility level. 
  • Improve delivery of service by working closely with DHOs, PHO, ZAMRA and other supporting Partners. 
  • Maintain ART Pharmacy/Lab commodity integrity/efficacy and security by monitoring storage conditions in supported facilities and ensure guidelines are followed according to national recommendation.
  • Support DFMS in implementing and coordinating commodity audits in all supported districts to ensure accountability and proper documentation through updated stock control cards as well as temperature monitoring charts.
  • Conduct facility mentorships/orientations/trainings in National Guidelines and SOPs to improve service delivery.  
  • Implement and coordinate the pharmacy M&E activities in the CIDRZ- DHAPP supported facilities and produce consolidated reports. 
  • Strengthen Commodity dashboard monitoring and effect redistribution within the province.
  • Represent the department in both internal and external meetings and conferences.
  • Participate in partners Annual Forecasting and Quantification meetings.
  • Work closely with ZAMRA to strengthen pharmacovigilance activities in all supported districts.
Qualifications
  • Degree in Pharmacy or Laboratory equivalent 
  • At least 2 years in management capacity 
  • Experience with management of pharmacy/Lab commodities
  • Knowledge of the MOH/DFMS National supply chain system 
  • Previous experience with and understanding of MOH or DFMS health care systems.   
  • Able and willingly to work flexible hours as needed without constant or close supervision.
  • Demonstrated leadership and team building skills.
  • Excellent verbal, written and presentation skills.
  • Good computer skills, including competence in MS Office and internet/e-mail.
