The Senior Strategic Information Officer will be part of the Strategic Information team at CIDRZ HQ. He/she will be responsible for overseeing all data/information related aspects that are in place and that data management best practices are followed for various programmatic performance monitoring and research studies.

Main duties

  • Provide guidance in the design and development of data collection tools for TBLON and research projects
  • Provide guidance in the design and creation of routine performance monitoring tools and reports 
  • Ensure that weekly and monthly reports are submitted on time
  • Provide guidance in the extraction of routine and ad hoc datasets for programmatic and research studies
  • Provide guidance in the development of SOPs for handling programmatic and research data
  • Management of overall lifecycle of programmatic and research studies data
  • Ensure that there are adequate staff to participate in data collection and QA/QI activities
  • Take part in departmental planning activities
  • Mentor Strategic Information Officers, Data Coordinators and Data Collectors where appropriate on definition of all performance monitoring indicators
  • Presentation of data to various internal and external stakeholders
  • Ensure to put in place programs to train staff on data collection and entry procedures and common errors/problems within the clinic and at other sites as requested
  • Develop electronic data collection tools for TBLON and other research projects

Qualifications

  • Degree in Computing/ICT, Mathematics, Engineering, or related subject
  • Experience in an M&E team working on PEPFAR MER indicators will be an added advantage
  • Background or experience in Software Engineering
  • Database querying and management in any RDBMS, e.g., SQL Server, MySQL, Postgres etc
  • Advanced skills in any data analysis tool e.g., R, STATA, Excel etc
  • Advanced software programming skills in an object oriented or functional programming language
  • Strong team leadership attributes
  • Strong analytical skills
  • Strong communication skills
  • Ability to work in a very high-pressure environment
  • Very good interpersonal skills 
  • Good team player
