Reporting to the District Coordinator. The incumbent will oversee the implementation of all community HIV testing activities and referrals for HIV treatment and other high-impact clinical services. She/he will supervise community based HTS counsellors and provide implementation support to sub-partner staff to ensure that target populations from the community are offered High impact HIV prevention services and referred for other high impact HIV prevention and treatment services.

Main Duties:

  • Oversees the clinical aspects of HIV testing and treatment activities, ensuring compliance with established protocols and guidelines.
  • Supervises the HTS Counsellors as they offer prevention messages and HTS services.
  • Coordinates and supervises district hotspot mapping activities to ensure target populations are identified and reached with HIV testing, treatment and prevention services.
  • Ensures that active referrals and linkages for preventive and treatment services are completed within the testing and treatment cascade as per neutral status approach for program implementation.
  • Coordinates and collaborates with internal and external stakeholders to develop and execute comprehensive project plans for HIV testing, linkage to treatment, and prevention services.
  • Participates in district, facility, and Wellness Centre-level meetings to review program performance.
  • Collects, analyzes, and reports data related to HIV testing, treatment, and prevention efforts to measure program impact.
  • Builds and maintains strong relationships with community organizations, healthcare providers, and key populations to facilitate access to HIV services.
  • Ensures that project timelines and milestones are met, and activities are carried out efficiently.
  • Stays informed about changes in HIV prevention and treatment guidelines, policies, and best practices.
  • Monitors the quality of services provided and implement improvements as needed.
  • Any other duties/responsibilities necessary for the successful functioning of the program.

Qualifications

  • Full Grade 12 Certificate.
  • Minimum of a Diploma in Social Work, Development Studies or Health-related field.
  • Minimum of 3 years work experience in a similar position.
  • Demonstrated experience working with community structures in public health projects.
  • Demonstrated experience in the implementation of community HIV testing, treatment and care services.
