Reports to District Clinical Lead. The incumbent will coordinate and provide technical guidance in the implementation of Reproductive Health and Maternal Neonatal Child Health programs utilizing cross-cutting approaches such as DSD models, performance, and quality improvement; and oversee its implementation in the focus province at district, facility, and community levels.

Main Duties: 

  • Consults with facility and departmental In-charges to support the delivery of RH & MNCH related care with integrated DSD modelled services.
  • Mentors and ensures quality of care in the designated clinics in all aspects of comprehensive, RH and MNCH care and treatment services including medical care, Antiretroviral therapy (ART) administration, DSD model system implementation, adherence counselling, and ongoing quality assurance and improvement at facility level.
  • Orients and Mentors facility staff on spot testing for RPR, Gravindex, Urinalysis, HIV testing, RDT, DBS/Viral load collection and Hemoglobin test by Heamacue including innovative DSD models for RH/MNCH service delivery.
  • Mentors and Works with Clinic Staff to identify service/performance gaps and carry out Quality improvement projects.
  • Leads and monitors initiation of Quality Improvement projects
  • Assists in the organization of monthly Clinical and Quality Improvement meetings.
  • Participates in the regional and national conferences to share good practices of implemented DSD models in the RH and MNCH program.
  • Prepares work schedules in order of priority, availability of resources, staff attendance and compile reports as requested.
  • Works closely with other facility In-charges and Implementing partners in the district to strengthen the system for referring clients for Immunization, RH/ MNCH services including ensuring availability of standard tools to track completed referrals.
  • Monitors facility and community-based staff in the provision of, reproductive health, and Maternal and newborn child health services (including Antenatal Care and Postnatal Care) with integrated DSD models.
  • Monitors the mother-baby cohort service provision and ensure correct and complete documentation in the appropriate register.
  • Prepares work schedules in order of priority, availability of resources, staff attendance and compile reports as requested.
  • Works closely with the district health staff and provincial officer to address all issues raised from Health System Strengthening.
  • Assists facilities in logistics management in ensuring availability of essential RH/MNCH commodities in the facility.
  • Developing a work plan, including an outline of the process for the implementation of DSD models according to the goals and expectation of the RH/MNCH – USAID ZIH project and a timeline to be approved by the provincial officer.
  • Participates in MNCH related research

Qualifications:                                                

  • Full Grade 12 certificate
  • Diploma in Midwifery with recent experience in maternal health, particularly reproductive health and Maternal neonatal child health programs.
  • 3 or more years of demonstrated experience implementing RH/MNCH programs at district or facility levels.
  • Understanding of MOH health care systems and community structure required to implement an integrated health program.
  • Ability to coach, mentor and develop capacity in district programs and technical staff in the areas RH/MNCH performance and quality improvement.
  • Detailed working knowledge of technical guidelines, best practices, and innovations in RH/MNCH and program approaches designed for DSD integration at district and community levels.
  •  Demonstrated success in providing hands-on capacity building and technical assistance to health care providers and other stakeholders.
  • Working knowledge of PEPFAR/MOH RH/MNCH compliance
