Job Summary:                

 

Reporting to the Provincial Medical Officer, the incumbent will coordinate and provide technical guidance in the implementation of, Reproductive Health and Maternal Neonatal Child Health programs utilizing cross-cutting approaches such as DSD models, performance, and quality improvement; and oversee its implementation in the focus province at district, facility, and community levels.

 

 Main Duties:

 

  1. Provides technical support and guidance to District Officers to Increase coverage of comprehensive and client-centred RH/MNCH services in focus districts.
  1. Leads and provides technical support to scale up of PMTCT/Paediatric HIV DSD and safe motherhood interventions within MNCH programmes, including primary healthcare and communities.
  1. Provides technical leadership and oversight to advance access to RH/MNCH services for adolescents and develop innovative DSD models to close the gap to service access.
  2. Works closely with provincial and district officers to Increase and monitor utilization of community and facility-based quality, person-centered integrated RH/MNCH and HIV DSD services.

  4. Collaborate with other key RH/ MNCH TA partners in the province to leverage any resources; coordinate and harmonize plans for strengthening service provision at both provincial and District levels.
  5. Work collaboratively to integrate RP & MNCH services with other program sectors.
  6. Work in partnership with other project staff and program areas to support aspects of strategic direction and leadership of the RH & MNCH aspect of the project.
  7. Work closely with the USAID ZIH M&E team on data management for RH & MNCH on the project.
  8. Prepare and submit in a timely comprehensive monthly, quarterly reports and annual reports.
  9. Work together with the PHO/DHO to routinely monitor and strengthen the quality-of-service provision by health staff and community health workers.
  10. Ensure that the project supported facilities in the province are utilizing current standard protocols, policies and guidelines as recommended by the Ministry of Health (MoH).
  11. Conducts regular assessments of HIV, RH & MNCH needs and gaps and develops action plans to address them to facilitate effective program implementation.
  12. Manages budgets related to HIV, RH & MNCH programs and services to facilitate the mobilisation of resources for implementation of activities.
  13. Participate in project work planning, budgeting, and reporting.
  14. Conducts research and analysis to identify emerging trends in HIV, RH & MNCH and developing evidence-based interventions. 
  15. Advocates for policies and programs that support HIV, RH & MNCH and promote the rights and dignity of women and children living with HIV.
  16. Supports engagement of key stakeholders, including government agencies, civil society organizations, community groups and donors in order to build and maintain partnerships.
  17. Participate and take an active role in the Provincial Technical Working Group, MPDSR Committee and activities relating to RH, and MNCH.


Qualifications:

  1. Degree in public Health or Nursing/Midwifery is an added advantage.
  2. Five or more years of demonstrated experience implementing RH/MNCH/PMTCT programs at provincial or district levels.
  3. Previous experience with and understanding of MOH health care systems and community structure required to implement an integrated health program.
  4. Ability to coach, mentor and develop capacity in provincial and district programs and technical staff in the areas RH/MNCH performance and quality improvement.
  5. Previous experience with and understanding of MOH health care systems and community structure required to implement an integrated health program.

  7. Detailed working knowledge of technical guidelines, best practices, and innovations in RH/MNCH and program approaches designed for DSD integration at district and community levels.
  8. Demonstrated success in providing hands-on capacity building and technical assistance to health care providers and other stakeholders.
  9. Working knowledge of PEPFAR/MOH RH/MNCH compliance.
  10.  Willingness to travel extensively in the districts of support.
