The position will provide technical assistance in paediatric HIV and PMTCT programme implementation to the Ministry of Health and Lusaka Provincial Health Office; increase visibility of the programme and public engagement; lead and supervise staff supporting the programme and oversee overall programme design, implementation, monitoring and reporting. The position will work with the Head Prevention to improve adolescent casefinding and prevention and treatment services.

Main duties
  • Provides input on writing of yearly continuation applications and participate in other funding opportunities
  • Oversees the development of annual work plans, adjust work plans as needed when new projects and activities arise, and closely monitor progress of all work plan activities.
  • Constantly monitors and controls expenditures for the programme to keep them within budget.
  • Manages programme staff: ensure all programme positIons are filled with appropriate HR, conduct staff performance evaluations, manage staff leave, ensure adherence to organizational policies, and general supervision.
  • Ensures staff capacity is built and maintained with regular updates as appropriate
  • Provides technical oversight to ensure sites provide comprehensive care, from initial HIV counseling, linkage to treatment and care or prevention, and management of OIs and associated conditions.  
  • Provides technical assistance to LPHO for capacity building activites including but not limited to trainings and mentorships
  • Improves data utilization of MOH staff through mentorships, meetings and trainings. 
  • Reviews all relevant data on a regular basis to monitor performance, identify gaps and spearhead performance improvement strategies. 
  • Ensures that adequate mentoring and technical supportive supervision occurs at all CIDRZ-sponsored sites.
  • Supports program evaluations and coordinate response to improve service quality.
  • Provides innovative strategies to further improve the program including DSD models
  • Ensures availability of guidelines and SOPs 
  • Collaborates effectively with other partners including donor organizations and MOH
  • Works with the Ministry of Health (MOH) at national, provincial, and district levels to ensure the highest possible service coverage, in line with national plans.
  • Ensures CIDRZ is represented appropriately at all relevant meetings with governmental and non-governmental organizations.
  • Regularly updates paediatric guidelines in collaboration with the Ministry of Health through participation in the Paediatric Technical Working Group
  • Prepares and submits reports to donors and to any other relevant authorities as required
  • Participates in research 
Qualifications
  • Medical Doctor (MBChB/MD or equivalent)
  • Postgraduate qualification in paediatrics or related field
  • At least 10 years relevant working experience
  • Registered with the Health Professions Council of Zambia
  • Excellent written and oral communication skills
  • Excellent interpersonal skills
